I believe SIBs are soft enough to attenuate vibrations (this is, to get resonance you need same main frequency as your engine. You cannot get that with a balloon; and if you open throttle, frequency will change). In a floor a SIB may act as a resonator (amplifier), but when floating in water...

The answer is yes. The wooden transom usually has a metal plate on one or both sides, so it can happen. Just throw a piece of carpet or rubber over the transom and try it.
