intermittent speed at a constant speed

I will be travelling at a constant speed on smooth as glass water and the motor will slow down then jump back up to normal cruising speed. To me it feels like a gas problem but not sure.Checked compression and each cylinder is at 90 psi which is to low.I think it could be the reed valve but not sure.Starts and runs but has intermittent speed control at a constant throtle ,please give me some ideas about problem.Thanks Yamaha 115etlh

also will carb cleaner do anything to help.

Only if you take carbs off , disassemble, clean them properly, and then adjusted like service manual states
