5500 rpm, 58.7 mph, 23p Yamaha stainless 3 blade. On an '89 Ranger 364v. Some research I have done said swapping the carbs out for 220s and upgrading the reeds would be the way to go.

swapping to bigger carbs means the signal other than WOT is lost and drivability from idle to mid-range suffers.

Not worth the trouble making all those changes, if that speed is not quick enough, go to a bigger motor would be my vote.

to get more hp you need to get more fuel and air into it at the proper ratio, and you also have to let that extra exhaust back out, so would probably need to modify the exhaust system also

Yes, from what I read the tuner is what is most responsible for restricting the power the motor could produce.

Your speed is not bad for a 150 on a Bass boat. You might calculate the slip, which will not be much. Maybe raise the motor a bit to lower drag.
