Impeller change Problem

I'm replacing the impeller and the (retainer, steel collar) is stuck and will not come off the top of the drive shaft? any suggestions?

Force 50 1989 507y9B, I have a gear Puller but I'm reluctant to use it. What comes off must go back on!

It was a brass retainer, so i used my gear puller to pull it off the top of the drive shaft not easy. Changed inpeller. Ground down the inside of retainer just enough so i could get it back on but still snug. Put black rubber in place and installed gear housing back into motor. Installed telltale and have water.......
