Idle problems on 1997 40hp

I'm trying to help a neighbor with her pontoon. The model and serial numbers are: H040012TD; 0E270824. She did not run it last year and then when she started it this year it wouldn't idle but it would rev real high. Her brother changed the fuel line from the tank to the carb, replaced the fuel filter and took off the carb and cleaned it, but it still does the same thing. I'm not that familiar with Force Outboards but it doesn't seem to have any kind of flame arrestor on the carb. Can anyone help me help my neighbor?

The carb cleaning requires careful inspection of all passages and jets.
Be sure they are clean and prove it.Many times folks go over the carb a
second time with good results.
You may just need to adjust the idle mixture screw if it has one.
Be sure it is running on both cylinders.
Shouldn't rev in neutral as 2 strokes some times run away when reved.
