Identifying a part on steering control

I was crawling around under my "new" boat console and noticed that this part was not screwed on (the antenna looking part) I re-attached it. What part is it?Thank you

That is the guide tube for the cable when you turn so you do not end up with a greasy mess under the dash. It is nothing more than a cover and yes they can come loose.

Thanks. I assume the "spring" in there is tension for steering?
