IAC Valve (motor or solenoid??)

does anyone know if this part works like a solenoid or a motor?

is has what looks like a fan inside.

mercrusier IAC's work like a motor. think of it like a idle air screw that goes into a taper bore but there is a motor attached to it to turn it in and out. Outboard IAC's work like a soleniod that have pluse width to control the amount of air.

ok, i was trying to test this part to see if it works... so what i did was connect 12v to it and it clicked but didn't spin.

so i guess the part is working as it should.
