Some people just like how the fins look while the boat is out of the water I think, kind of like a rear spoiler on a car giving it "that look". My brother had a 17 foot 140hp I/O, had a pretty big fin on it. Nobody liked how it turned, felt like it fell left or right more than leaned. I mentioned to him more than once that I was pretty sure the fin was not helping at all and in fact contributed to the ill-handling during turns, but he left it on until he sold the boat after one season. He did say that "it looked cool" once, maybe that kind of thing is a factor in the pervasiveness of fin installations.
