I'm not an expert like some of the other guys on here, but I'll try to help out a bit. I may learn something from everyone else after I post my limited knowledge! I am working with a 1971 "selectric" Evinrude, which sounds similar to your system. What year & model is yours? My service manual says the following shift sequence has to happen: FWD - no solenoid fire, Nuet - one solenoid, Rev - both solenoids fire. The acceptable ohms are between 5-6 for each solenoid, so that sounds good. Check the voltage to each of the solenoid leads, as you depress the shift selector buttons. No power to either is fwd, power to one is nuet, power to both is rev. If you always have power to one, then maybe your nuet switch is bad or stuck. You could also disconnect the leads while running & see if it defaults into forward gear. I'm probably jumping the gun, since I don't even know if you have the same type of system!
