hydraulic jack plate maintenance

I have a chaparral marine jack plate and it trims up fine but when i trim down it sticks a bit on one side. one can i check to keep it smooth? i think it needs fluid but what kind do you put? i just recently got this boat and i am getting her ready to go. also the power trim and tilt doesn't work. Where do I start to troubleshoot this as well?

Which engine do you have to start and year.
