how to shim gear shaft?

hello again, while I'm waiting on head gasket and t-stat to arrive, I put my throttle handle on today. It is a 1984 evinrude 9.9. in the parts schematic part # 66 the gear shaft. lines up to # 81gear. The gears match up, but not as tight as i would like. I read something on Lee Roy's Ramblings where this was not a good design with these motors? Is there a fix out there to shim the gear shaft? Move it closer to the gear at the steering handle? if so, best way to do it.. Thanks.

Not really any fix for it. Use it the way it is and never tilt the tiller up and .use the throttle that is how the gears break.
