How to adjust control cable's properly?

I've got a 1984 Johnson 115, and I just lived with it last year, but when I come out of gear to Neutral, the fast idle lever comes up a bit, I've adjusted the cables so everything returns to center fine, am I missing something?

It sounds like you might have a little to much tension on the throttle cable.

I tried to slacken it with no effect, I try to adjust just until it hits the stop.
