How to address rusting hinge

I have a similar stainless steel engine cover hinge and a small part of it is starting to rust. How can this be addressed? Do I need to get a new hinge, or can I remove the hinge, sand/grind the rust away and do some type of paint job?

however the cleaner is gel friendly.

its basically citric acid (Lemons and oranges)

There are a number of commercial rust removers but the simpleist is white vinegar and baking soda.
