Those controls do not have T&T on them.

Do you have a hydraulic cylinder between your motor and transom?

Is your motor currently raised or lowered? Can you put it in the other position manually?

Can you post pics of your actual boat and not something that looks kinda like your boat?

I am able to tilt the motor up and down, although it is difficult.

that cylinder is not power. It is simply a tilt assist cylinder (like a strut on a hatchback, but with an on/off cable control) .
There are many threads in the repair forum about them.
very common that they fail and dangerous to disassemble. you are lucky the motor is not in full lock down like many of that era.
Looks like someone butchered it and then fiberglassed over it or something -maybe they unlocked it with a torch?
often easiest and safest to just let the sleeping dog lie, and go with an aftermarket tilt n trim unit (CMC or others)
