How does my outboard cooling system operate?

I am new to boating and need some information. I have a procraft fish/ski with a 99' Merc XR6 150. When starting in the driveway on a 70deg day about how long should it take before the head warms up, thermostat opens and water ejects through the pee hole? I have started it up and i get no water after about 30 sec so i shut it down. I dont want to take the risk of overheating the engine. Am i just not waiting long enough for the thermostat to open or is there potentialy someting wrong with the water pump?

Any help is appriceated.

well you should always have a steady stream coming out of the pee hole. if you dont you need to change your water pump
