How do you remove a Land and Sea stern Jack

I took the drive off my boat but now I need to take the stern jack off to remove the motor. The jack housing only moves a quarter of an inch. any Thoughts

Ayuh,... My guess is, it's corroded to the longer studs, or the shift linkage is bindin' up on ya...
