I've looked all over, but can't figure out how to upload a picture or create my profile picture?

Anybody got any help for me on this one

This should help you with uploading Pictures.

As for the Profile Pic, click on the "My Settings" button located just to left of the "Log Out" button towards the top of this page. On the left hand column of the page that opens you will see a link for Edit My Profile Pic. Go there and have fun!
