Typically if it's an older boat and it has wet foam then most if not all will be wetted out. The older style foam absorb water and held it. May look good on top but usually the water is held at the bottom on the hull. That then effects stringers, bulkeads and other related structural components.
it's also a PITA to remove. Todays foams do not "absorb" and hold water. If you can determine the depth of the foam in relation to the hull. Get what is called a "Sawsall" tool. Then get the necessary wood or metal blade of depth required, shallow of an inch. Make long cuts and then width cuts, make the cuts into short squares, @ 1" to 2". The level of difficulty is in regards to the access you have. After the cuts the old foam can be dug out much easier than just ripping away at it with a hammer claw etc....You'll need alot of trash bags. the stuff seems to never end. When you down to the hull... then let's yap again.
