Help with Mariner outboard?

Hello guys I just picked up this cheap Mariner 25hp mid 90s and I’ve had these motors before but I’ve never seen this. Something definitely seems wrong. Watch this video. Thanks in advance.

Could be the bolt is to long for the torque tab. Threads in the torque tab are junk. Needs to be fixed.

What does that mean? Did you hear that noise ?

???----Looked underneath ?----You might see a loose anode / trim tab.

Yeah. The anode is loose or more likely all but dissolved
