You could cut those spindles off and bolt a modern axle onto the trailing arms using square U bolts. You would also have to drill and mount some sort of locating pin to prevent the axle from sliding back on the control arms. A complete axle with hubs mounted can be had for less than $100. You then would be able to purchase some proper wheels and tires. After all is said and done though you would still be out over $200 if you farm out the mounting of the axle. Thats not even counting the the lights, new fenders, new coupler, paint, etc.
The trailer is fixable, but I also agree that you could probably find another trailer to do the job with less work. You will probably have to buy one that has a worthless boat hull on it, but thats okay.
