HELP: Steering is Stiff

hard power steering. pump seem to be ok. want to check the cable, backing off the nut on ram will the cable just slid out of the ram?
if so then the weel will turn?

Could be a plugged Oil Cooler. Does the steering "walk" by itself? What motor, etc. When the oil cooler is plugged the fluid has nowhere to go.

Thanks for your help...its a 3.0l MC...I pulled the hose off of the oil cooler return side and started it up a few seconds later the oil blow out of the cooler so it seem i'm pumping the oil the way it should be! and yes the boat under way will walk all over till i get up around 2200 RPM..it drives me nuts!!!!!!!!

I would suggest you might conisder still bypassing the cooler and hooking it up the return line to the pump. Not for long, just a few minutes to see if that makes a difference. My point was that the pump may be pumping but the fluid is not actually going through the cooler fully.
