Head and Spark plug issue

I am having a strange issue in my #1 cylinder. I have spark but then the spark plug gets caked and fouled. I decided to pull the head off and take a look and that cylinder had alot more oil and gunk in it. the exuast port also has sticky gunk in it also. I am thinking that it may be a carb issue but wanted to ask. you can see by the picture that cylinder on the head is much darker.

yea sorry it is a johnson 150 ocean runner J150NXEIS

I would suspect a carb problem on that cylinder, might be time to pull the carb and see what it looks like inside.

The head gasket also looked really rough on that cylinder but the compression was the same as the other 5 cylinders. All cylinders were between 100 and 105. but on that cylinder the pressure did bleed off a little. Would that cause a build up od of in the cylinder.
