Having Starting Trouble

Guys, I am at a stand still here. Here is what I have. 2000 mercruiser 350 mag. out of nowhere one day for about 2 weeks, the starter would intermittantly click when I went to start the boat but it would crank heavy and eventually turn itself over and start. The other day, after it continuing that process, I went out on it and started fine at the dock. On my way out, I stopped, turned the motor off, and it wouldn't restart. Just clicking. Both batteries read 12.4 volts at the posts so they are good. Battery switch works appropriately. When turning the key, it clicks and clicks and the motor turns over but not enough to get it to run. It truly sounds like a dead battery. Both batteries were bench tested and they are fine. I pulled the starter, had that bench tested, and it was fine. Checked the slave solenoid on the top of the motor. Fine.

I'm out of options. I have googled and forumed and I can't seem to find anyone that is having this specific trouble.

Any thoughts or input would be appreciated. I don't want to just go buy a new starter. Would it test positive on the bench and be bad anyways?

Is the ground from the batteries to the block nice and clean and tight? You removed the positive cables so the other would be the ground. Can give you the same symptoms.
