This usually comes up with electric chokes -- lister claims they are sure the choke plate is closing because they hear the solenoid click. The usual advice is to use a finger to make sure the plate is tightly closed -- often a tough sell.

Chokers pulled all the way out ball pumped still will not start. Fuel appears to be leaking from under choke flat. So it seems fuel is getting into carburetor but not firing. Now What!!!!

Is throttle up against neutral stop , yes or no ?-----Does spark jump a gap of 7/16" on a spark testing device ?----Any water in the fuel ?----Checked compression ?----Or visit your local friendly shop.----This should not be hard to figure out.-----If you do not pull the cord fast enough there will be no spark.

I removed airhorn so I can visually see choke flap closed punk ball Firm still would not start. I see fuel leaking from under choke flat. Now What???
Total frustration!!!!

I may have confused the issue earlier, and apologize for that. The neutral stop is felt on the way to WOT -- counterclockwise -- when the motor is in neutral. Racerone is telling you to advance the throttle to that point when attempting to start. Follow the instructions in R's post #23. To determine if there is water in the fuel, place a fuel sample in a glass jar and let it settle out. Water will be on the bottom, fuel on the top.

The owner of this motor MUST do some listening / trouble shooting !!---Plus A 1991 model is an excellent motor and easy to start if in good condition !!

You’re right this is an excellent motor and it starts right up once the morning warms up it’s only an issue when temperatures are below 45 Fahrenheit. It may be the non-ethanol premixed gas not having enough octane. This gas runs almost $100 for 5 gallons.

So I remove the airhorn off the carburetor so I could look directly into the choke flapper opening I close the choke flap completely comfortable firm. And tried to start the engine with 45° temperature would not start I waited till later in the morning when the temperature got up to about 60 following the same procedure the engine fired right up on first pull.

my snowblower starts at 0 F ... you outboard should start to

I think you gas may be faulty if it does not vaporize at 45F

Might go out and buy some regular gas, and mix a gallon at a time for testing -- fresh 50:1 mix with 2-cycle outboard oil (a little less than 3oz. oil per gallon of gas.)

Not sure what you are buying for $20/gal.

I’m buying Ethanol free premixed regular gas

I am buying ethanol free premixed regular gas. It’s prevents water buildup and carburetor float improvise some more trouble free engine.
