GT200 dual steering cable issue

Quick background story on the boat. I inherited this Ranger 397v with a Johnson GT200 after my father in laws sudden death. He was a tinkerer and was great at it! But had way too many projects with the boat a little further back in the list.
After running the boat last season with the one cable-oops- I reattached this party of the dual steering linkage and shocker- with it connected the steering locks up. The cable appears to move freely within the jacket when I pull on the eyelet. Thoughts? Thanks in advance!

Time for new cables,,,
I will try to find a way to resuscitate these first I guess? They don’t seem bad.. I have watched YouTube videos of people with bad cables and stuck tubes and this doesn’t at least APPEAR to be the case.
