good project boat?

so i fot this boat a few months ago with the idea i would redo it, the reason why is because i liked the lines and the 9'6" beam makes it very roomy. after doing much research never really came to find out the make of the hull (title is homebuilt and there are no ID codes on it). as i was planning on redoing the stringers transom and deck. i began cutting out the deck and realized that what i thought were stringers, were not stringers it was part of the liner. now i am wondering if i should coninue with the redo and convert to a stringer system. here is a pic of the boat 22' 9'6" beam.
thank you any suggestions would be greatly appreciated.Boat.jpgBoat1.jpg

Is it just me or does the freeboard look kinda low towards the stern? If it was truly home-built I'd be a little worried that the builder didn't know what he was doing, based on the low freeboard.
