Gas leak on 25 HP Merc

1987 25 HP Merc, leaks gas out of a small hole of a cover on the port side of the fuel bowel, this is item #9 of the carburetor exploded view. The gas also leaks out when the motor is tilled up. Is this normal or does the carb need to be rebuilt? The motoer starts and runs fine.

The fuel at #9 is a bad primer diaphragm and needs to be repaired, then the carb is full of fuel and the engine is tilted it will leak no different than a tipped glass of water.
