Fuel pump problem 1998 Optimax 200

I'm trying to help a friend with his fuel pump problem. Boat was sitting up for 2 yrs so we drained fuel, changed fuel filter and still no start so checked fuel pumps and both are locked and also checked and found low volts going to both pumps 2.3 volts, we checked gounds also and found they are good. Back tracked wiring to relays and found full 12.4 volts going to relays and still only 2.3 out. Replaced relays and still no fix. After more checking found out of the 4 fuses mounted 3 only have 2.3. I cant help but thinking of a sensor or some type of protection in place. I have some skills of checking but not real familar with the operating system for this. Can anyone help please. Thanks

well it seems that we are having similar problems so maybe we can help each other as we go along. I have a 97 250 EFI and i have awoken the sleeping giant after 2 years and he is angry...changed plugs, filters. replaced water pump, poppets and all the good stuff. I then hooked it up to an external tank...cranked it and it starts just for a minute then dies sometimes it runs a little longer than others. And thats all i get out of it. just a few seconds of engine running...next i plan on checking fuel pump and cleaning injectors. if that doesnt do the trick then i will start thinking of electrical.

I change the low pressure pump and still wouldnt start...so I took the vst off and when i opened it up it was full of gunk..cleaned it all out but I think the high pressure pump is shot..when i turn the key it doesnt kick on so now im going to replace the pump..ouch expensive little pump.
