When i pump the bulb on my xr4, it firms up, but while pumping it and watching the fuel filter, the filter isis not filling completely up. Is that normal?

You can diddle with the filter and tilt it around and all and get it out but makes no difference and the next time you shut the engine off and the fuel drains back to the tank it will return on the next outing when you pump the bulb back up. It's just trapped air and has no place to go with the filter sitting at an angle. Fuel moves through it regardless.
