Four Winns H180 wont turn over

My 2008 Four Winns h180 3.0l Volvo Penta will not turn over and keeps blowing 20amp starter fuse. All other electrical equipment works fine. I see no rust, still looks new. Were do I start to troubleshoot?

possibly starter is bad or fuse may need to be replace
