Your little missing part is usually brass but can be steel. It looks like a square U with two ears on either side. It is most likely called a yoke. It might be part #73 in the drawing. Check around, it fits in the groove of the shaft that fits inside the propshaft ( looks like part #25) and during disassembly it usually falls off. If you did not clean the gearcase it may still be in the front behind the outer bearing race. If you find it, during reassembly coat it and the shaft groove with heavy grease. Position the yoke with the opening down. Pull up all the way on the shift rod to move the arms and openings of the rocker all the way forward. Now, with only the forward gear installed on the prop shaft, carefully insert the shaft and gear assembly into the housing and into the shift rocker. If you are not careful the yoke will miss and /or fall off the shaft. Assuming it didn't, now work the shift rod while holding the prop shaft from moving The dog clutch (part #27) should move forward and backward. If it does not you have missed. Try again. After you have reassembled the gearcase, check again before filling with oil and installing on engine

Yes, part 73 is the yoke, Mercury part number F90619-2

If you can't find it, you can still get it from a Mercury dealer for $14.

Good instructions Frank.
