Yes, if you set the idle with the muffs you have no water back pressure to the exhaust and no load.
The proper way is to set the idle and the air fuel mixture in water and in gear, BUT idle 1200 rpm with muffs and the air fuel mixture screws out 1-1 1/4 turn you are going to start it and idle in water.
Then you can fine tune the air fuel mixture and the idle in water.
Air fuel screws out more then 2 turn will end up with too rich mixture, but I have had engines that needed more then 2 turns out.
But it is uncommon from my experience.
You adjust the cam roller to the cam with the throttle rod unhooked from the tower shaft.
If you have two lines at the cam the roller should intersect the cam in the middle of the two lines.
If you have one line the roller should intersect the cam at the line.
Adjust the roller with the screw that are not in center of the plastic roller.
