I think that's a decision that should not be made lightly. Obviously those regulations are there for a reason. I personally have held off purchasing wood, because I'm still looking for that illusive lightweight cost effective material that won't rot. Regardless of what I replace my stringers with I'll still put the foam back in, even if it means having to replace them on down the road. For me that's more than a reasonable price knowing that my family has another failsafe option.

foam is not the enemy....water that can't/won't drain is the real enemy. foam and drainage can co-exist peacefully.

Wheres the cheapest place to buy foam. I'm going to foam everything! I'm going to fill my Cuddy Cabin full of Foam!!!
