Put your stuff inside a tube sock. Then slide it all into the pipe.
If the pipe is mounted to a wall or something, you can easily remove everything from it instantly.

Ammo boxes are also good for dry storage of such items as flares.

Don't make a storage tube out of pvc pipe with a screw in plug. In order to be water tight, you will need two big wrenches to open it.

I like your idea of the sock, or if I can find a Crown Royal bag...doesn't need to be 'proof just 'resistant. I didn't think about the plug needing to be tight to be 'proof. Thanks, Done deal.
