fixing through the hull

hey guys i got a boat to fix up this is my first time atempting such a project its a marine ply boat and in fairly good nick i have to change one of the panels in the bottom of the hull as it has a hole and i will seal the joint with tape and resin like it was before i might do all the joints again jus for the sake of it but wat i wanted to ask is can i fix some oak runners to the bottom of the hull to protect the jiont down the centre and if i can what method of fixing could i use. I imagine putting holes in your hull is just not done.
