It sounds like it might just be a little lean. It goes away when you give it a little throttle right? You have to make the carb adjustments when you are underway on the water. Can't set it in a barrel. Running synthetic oil really helps reduce the crap in the water and its biodegradable. I highly recommend it.
Steve, no snow here. The harbour opened up and I was out testing outboards last weekend. Here's a short video of my recently acquired 1954 Evinrude Fleetwin running. Hit a whopping 11 kmh/7 mph. Jumped up to 15 kmh/10 mph if I leaned forward.
