Fastener Question/Side Panels

I have an 04 Advantage 0pen Bow 21' boat. They originally used #10 stainless screws and simply screwed through my side beauty panels into the side of the boat to mount. These are ineffective as they bend or break due to flexing of the boat and I am tired of fixing it. I have had the boat 2 years and the prior owner had the same issue as it looks like target practice behind the panels. Does anybody or has anybody seen this before or have a recommendation on good solid mounting hardware that can take some abuse? I am looking for a long term fix and I can believe I am the only one seeing this. Advice is needed thanks!

Have you considered Heavy Duty Velcro? Or these...

Ive kicked around the velcro idea but I don't think it's strong enough to hold it (I could be wrong). The fitting you should below plastic I am guessing? Hmmmm not sure about that one...I think I am going to put some pics up to help illustrate too... I keep thinking carriage bolt style but I can't get behind the bend in the hull in two areas.
