Explain how fuel system works OX 66

Cranking will not start
2000 OX 66
2 stroke
250 hp
fuel injected

Getting spark on all 6 coils , ( tested with spark tool at night )
got it too fire up briefly - shut

Back too start will not , , ONLY CRANKS -away
Leaning towards fuel pump , will check wiring
getting familiar with OB from IOs
for heck of it removed top portion of hose off fuel rail , pumping ball fuel came all around , Fuel in VST tank , ( opened screw bottom ) fuel came out .
leaning towards fuel pump ,
when i turn key should I hear the fuel pump working ?
on this older model OX 66 there is no fuse panel only one fuse in a box starboard by electrical ,
think i am answering my own question , ideas from more experienced

When the key is turned on the electric fuel pump runs for a brief period of time. To pressurize the fuel system. It may or may not be heard. Depends upon ones hearing, the noise from the pump, if the cowling is on or not...

When the motor is being cranked the fuel pump runs.

When the motor is started and running, the fuel pump runs at two speeds. Low speed at low RPM and then high speed above a low RPM.

The fuel pump has battery/system voltage when the key is in the on position. The pump is grounded by the CDI to make it run. Through a resistor at low RPM and directly when the RPM is not low.

The fuel pressure varies as a function of manifold pressure. High manifold pressure more fuel pressure. Lower manifold pressure less fuel pressure.

A fuel pressure gauge can be used to monitor the actual fuel pressure.

I am wondering when was the last time it ran? A guess perhaps fuel related as old gas, water, Ethanol gas that has set and gummed up things.

Engine was running OK , still learning about this older OB going from IOs . Weeks ago ran good ,
week later ran like crap , stalling , would not idle without stalling , opening up it seemed like it was running on 4 cylinders ,
Got boat home , water separator had water in plastic bowl , How it got in ? drained tank ( thankfully only had 10 gallons ) bottom of plastic tank was surprising clean , New O ring on fill threaded cap , Drained primary engine filter , Had a new water separator canister , Emptied Vst tank , fresh silcone fuel gauge whole , Hopefully this will not happen again ,.
Splashed boat and still ran like crap
Nite time checked spark ( special spark tool ) all 6 has spark ,
fuel is moving around and came out of top of rail when ball pumped ,
All roads lead too fuel pump ,
previous owner showed a recent invoice that VST tank was removed and cleaned ,
Im going too remove VST tank and check it out , maybe elec or fuel pump Fuel is fresh ,
WHEN I CRANK ENGINE IS OIL MIXING AUTOMATICLY INTO VST TANK
