exhaust port is water tight

how can i tell if it is water tight on thru hull exhaust???:facepalm:

ok the exhuast bellow is riped but the boat has the thur hull exhuast on it do i need to replace the bellow or is it fine to run with out it if it fine to run with out it will water get in the exhuast when docked??

No way of knowing without seeing how your exhaust system is designed and setup.

As far as the exhaust bellows being torn, there would be water in it even if it wasn't torn.
