That is why virtually all outboards have an above water exhaust relief of some sort. It would be hard to think of one that doesn't. Well, I thought of one--a few of the Scott-atwaters of the 1950's. Once the motor is running and in gear, the exhaust is scavenged out into the propeller wake.
There is no doubt the back pressure makes things different. I'm sure that is why many on this board tell us to do our final adjustments in the water not in a barrel. I used to get a motor working perfect and then take it to the lake and it didn't operate nearly as well. I think that was almost always the result of back pressure. Rick.
Thanks Rick and F.R. I always thought there was a tuneing difference going from water muffs // to the lake. Also made me wonder if the leaking power head to the exhaust tube gasket was causing me some trouble. I am planning on replacing it soon.
