It's where you get the ignition timing and the carb linkage in sink for the full rpm range. The procedure is in the OEM Factory service manual.

lol its alright I figured it out where the follower opens the carbs was about 4 turns loose it drives fine now I matched it to my other evinrude. thanks for sending me in that direction tho
