Evinrude 55673E Power Head Shake

Hi.
I have a 1976 55 hp, 55673E. The power head shakes and can be pushed back and forth just as it sits. It should definitely not be used like this. I'm looking for ideas before I tear into it. The drive shaft, exhaust housing, shift linkage all seem in place and tight, but there's a lot of movement between the bracket clamp and power head.
And, is this something that can be fixed without pulling off the power head?

I see. Here's more.
The engine (power head, cowling, exhaust housing) pivots fore and aft about the lower rubber mounts, #72, of the exhaust housing. The upper restraining factors is the shift rod.
Tell me #70 is located below the power head and I gotta pull it, ... go on, ... tell me, ......lol

I'll be the rubbers are gone form the upper mount...because you can see the ends of the bolts looking at you through their threaded holes in the arm and shaft assembly, item #29.

It definitely sounds like your powerhead will be coming off...
