Engine RPM Problem

Port engine suddenly lost idle rpm and had to be adjusted to run at all. Also, engine no longer attains full WOT rpm. Flattens out at about 3200 - 3400, as if secondaries are not opening.

Timing OK, had carb rebuild with no results.

Any clues?

Have any diagnostics been done?......
IE, compression check, condition of plugs, check for water in cylinders?....
