I bought a motor I think 4 hp the serial number( on the midsection clamping part) plate says 4106d-e08459 wich is a "71" but the engine itself doesnt match. The carb has only one low speed needle no high and the manual says they started using this carb after "79 it also has an electronic cdi no (points). How can I find out exactly what size engine this is and how many HP ? Thanks

On these small engine's, they did away with the adjustable high speed needle long before 1979. Look for a silver colored plug on the block for the number.
