Drain Plug Stuck

I have a 1977 Leisure Island pontoon and unfortunately the drain plug for both of the pontoons is seized in place. We even used an uncomfortable amount of force to try and free the plugs with a pipe wrench, to no avail. There is currently water in the pontoons and I would like very much to get it out.

Does anyone have any ideas?

My Idea is to drill a hole above the water line big enough to get a hose in to syphon out the tubes and then have someone who knows how to weld aluminum fix the hole. Is that worth pursuing?

Go to a shop.----Marine / machine shop.----Have them remove / cut out the drain plug.----Clean up threads and install new plugs.

you should have vents on top of the tank.
