Crud in the fuel tank

My Dad's repo boat has some unknown crud in the tank. There have been thoughts that it might be sugar, but I do not know of a way to verify it, short of tasting it.
I have a Sierra water separator/fuel filter on each engine and it says it filters to 10 microns but I still get the filter screen in the Rochester Quadrajets filling up with a dark brown Gelatin-like crud. The crud, once it dries, looks like brown sugar.

The Sierra filter/sep was changed last fall before we winterized it and the engines were run for about 40 minutes while we winterized. They were changed again Friday, after both engines did not want to run for more than 30 seconds at a time, and had a hard time getting restarted. Even after changing the sep the problem persisted and I finally found the crud in the screen filters in the carbs.

I thought it might be the fiberglass tank breaking down, but I got enough access to the tank that I can tell it's aluminum.

Anyone know what this crud might be, and why it is getting through a 10 micron filter but getting stopped by the carb screen?

I am trying to figure out where to go from here, but I don't know if I will be able to get access to the tank as the floor panel it's under is jammed between the boat console and the back seat. I would probably have to remove the back seat to get the panel up, and that might be a pretty involved process.

This is a 1986 Wellcraft Nova II.

Fuel in that tank is old and contaminated and you're gonna have to pump/drain/flush/clean that fuel tank and fuel delivery system including filters and pumps, then start with fresh gas and fuel stabilizer like Stabil. Good Luck!

what condition is fuel line ?? maybe pieces of it ? i replace my fuel line each year as i use fuel line from local auto parts store as bulk from marine dealer 3 x $ per ft..
