Crankshaft and carbon seal

I have Johnson 25R70E - 25 HP, 1970., with a lower cylinder that didn't function well.
When I opened it, I've noticed that the lower crankshaft carbon seal is broken.
Since I can't find such seal in my country (I live in Macedonia, South-East Europe), I would like to ask you whether it's possible to make an identical seal out of Teflon, instead of carbon, and to use the rubber from the broken carbon seal, because it is in good shape.

Also, I've noticed that the crankshaft has a vertical (axial) play in the block. Thus, I would like to know what's the maximum limit for that play.

I've never had reason to try to make one, but if I were, I think I'd use Delrin (acetal). But I'm no engineer.

The part number for the carbon is 302538 and the o-ring that goes inside it is 302540. Surely you can get it somewhere. If not, the mail still runs between USA and your country, as far as I know.

EDIT: Just for fun, I checked with US Postal Service. Postage to Macedonia is US$7.00 for First Class International (Air), and US$21.50 for Priority Mail. Priority mail is 6-10 days, First Class "Varies". Priority mail also gives delivery confirmation. I have no idea what kind of duty or taxes may be involved, if any.
