cracking in ply hull help please

i have some cracking in my hull .the hull is ply only and im wanting to prep it for glassing can i just cut out lose layer of ply and fill it with epoxy filler? or do i try getting some epoxy glue under it

Get a glue injector and get some glue under it and put some plastic on it and weight it down with some sand bags or tape it or something.
