OK my transom was rotten so i removed it. Under it i noticed allot of cracks on the surface the transom was
bonded too. And actually a piece of material came off. Its about 3/16 inch thick, brown in color and
brakes like glass and has no fibers in it. When i removed some i can see the woven glass of the outer
shell behind it. Is this some type of glue they used to bond the transom in? Would it be glue or resin. Am i going
to have to remove it all before i put the transom in. These cracks don't go to the outside of the shell.

I'm not an expert on the subject, but I'm rebuilding my boat and just replaced the transom as well. What you have there looks a lot like a build up of fiberglass resin. It appears to have taken on the form of the plywood it was bonded too. I had the same sort of thing with my transom. I would advise sanding it until it is smooth and level. Just my unprofessional opinion. Good Luck!

that is from the material that was holding the transom wood bonded to the hull, you need to grind through it all and get back down to good glass before you redo the transom

Yep, that is just the thickened polyester resin used to bond the transom to the hull. DJ has set you on the right path.

I was planing on gluing the new transom in with locktite PL. Could i still do that after i remove all the
old resin used to bond the transom to the boat or should i use thickend resin to glue it back in???

I would use the PB (thickened Resin). Not saying you can't use the PL but, It takes at least 72 hours for the PL to cure. PB will be good to go in a couple of hours.
