I'd be more worried about jets in shallow water than props. Jets suck up water through their intakes, and my understanding is that they are more susceptible to damage than props in shallow water.
I think it's due to the suction created by the intake - they can lift small to medium sized rocks off the bottom with the impeller. And they cost a lot more to repair than propeller boats.
If you want to avoid prop damage, consider just getting a boat with a composite prop, perhaps with replaceable blades. They are more resistant to small dings, although they are slightly less efficient than metal props according to reports.
Someone posted here that you can expect the gph consumption of a boat to be about 10 percent of its rated horsepower number at WOT.. I think that's pretty accurate. Yes, that means 43 GPH for that 430 horse jet boat.
Edit: Re-read that your figures are in mpg, not gph, so you're in sane territory
